We are living in a new era of global competition. The effects of globalization are far-reaching, especially in the services outsourcing industry, which is in a rapid stage of development. In 2007, customer demand and service patterns in various regions have gradually continued to change.
- Customers are more mature and becoming increasingly knowledgeable about BPO and sourcing.
- Regional needs vary dramatically.
- Traditional service providers are no longer the sole focus of a truly competitive environment. Emerging (hosting) models and other offshore locations (e.g., Brazil, India, Vietnam, and the Czech Republic) are currently factors.
- Requirements for service delivery are expanding and must address both business processes and IT needs.
- The value of service providers is increasingly tied to helping customers reduce operating costs, allowing customers to invest in more important areas, helping customers operate noncore businesses, and enabling customers to focus on their core business.
IDC released the Global Delivery Index (GDI) in July 2007. The GDI used selection criteria, such as rental costs, language abilities, operating profit rates, and so forth, to identify potential sourcing centers in 35 cities around the Asia/Pacific. According to IDC, there are cities in China that are forecast to exceed the leading city in India in 2011 to become leading global sourcing centers. These will be our focus in 2007. The Fourth Global Sourcing Summit invites global customers and service providers to discuss the evolution of China's service sourcing market and its development for the future. With three consecutive successes, we expect this conference to be an equally useful platform for customers and service providers to communicate ideas as well as to develop business relationships.

About Xi'an
Once capital to13 dynasties,
Xi'an played an important role in the history of China. The city's
history spans over 3,100 years, and is famed as the eastern terminus
of the Silk Road and the location of the Terracotta
Warriors.
Today, Xi'an is important economically,
technologically, commercially, and culturally, especially to
northwest and central China. With China's entry into the WTO and
national policies to develop western China, Xi'an is developing
quickly.
About Xi'an National Hi-Tech Industrial
Development Zone (XHDZ) |
XHDZ is a national Hi-Tech Industries
Development Zone (the "Zone") founded with approval of the
State Council in March 1991. It is located in a southern
suburb and has a cluster of scientific and educational units.
The total area is planned to span 48
km2.
XHDZ is recognized as one of China's
six "most innovative cities and zones" by UNIDO. It is one of
China's five key national hi-tech zones and is expected to
evolve into a world-class science and technology park. Plans
are for the most innovative, modern, scientifically and
technologically advanced, environmentally favorable,
globalization, and human-oriented zone.
For many years,
each index of the Zone has kept increase by over 30%. In 2005,
business revenue from the Zone reached RMB104.23 billion, tax
contributions amounted to RMB 3.566 billion, and its gross
industrial production value was at RMB 66.81 billion. In
addition, the introduction of foreign capital investments
accounted for over 35% of the entire city's investments. Since
the second pioneer project, the Zone has implemented over 20
preferential policies to substantially support industry
development and formed industry models of four pillar
industries: IT, equipment manufacturing, biological
pharmaceutical, and auto industry. Now, the Zone has 30 listed
companies: one company with revenue over RMB 10 billion; 11
with over RMB 2 billion; 22 over RMB 1 billion; 42 over RMB
500 million; and 138 over RMB 100
million. |

(XSP) |
Xi'an Software Park(XSP) founded in
Decenber 1998, is located in the Xi'an Hi-tech Zone. XSP
is the National Software Industry Center, the National
Software Export Center, and the National Sourcing
Industry Center.
Relying on the solid strength of
education, human resource, industry promotion policy and
the local infrastructure, on the one hand, XSP has
attracted more than 580 companies, including Oracle,
SPSS Sybase, Applied Materials, Emerson, ThoughtWorks,
Objectiva, Neweggs, Infineon, Nortel, Platform, FUJITSU,
